States Responsible for “Insignificant” Foreign Pollution

Foreign Pollution

EPA now telling the States that they are responsible for offsetting insignificant levels of foreign pollution (see below).

Read the following statements.  How can both be true? 

vs.

Based on the 1st statement, States are responsible for offsetting insignificant levels of foreign pollution.   Based on the 2nd, States aren’t responsible for offsetting any foreign pollution.

Which is the truth???

Can’t make States responsible for offsetting foreign pollution–whether its “significant” or “insignificant”.  Not a fair or effective approach to addressing foreign pollution impacts.

Time to transform the Clean Air Act to better prepare ourselves for the problems and opportunities of a 21st century world (ex. “The Clean Air and Climate Change Act of 2015”).  We can make it happen.
