States Not Following EPA Guidance on Background Pollution

EPA and the StatesState keeps ignoring EPA guidance and accepting responsibility for foreign pollution and other background pollution that States can’t control.

Time to stop offsetting background pollution via the SIP process.  Not a fair, efficient, or effective approach to this part of the problem (see for example Foreign Pollution Petition).

The world is changing.  We must change with it.  Time to transform the SIP process.  We can make it happen.
