New Ozone Standard will not be 60-70 PPB

OzoneThe ozone NAAQS in reality will not be 60-70 ppb.  That’s just a number for people who don’t understand how the NAAQS/SIP process works.

The real NAAQS depends on where you live and what exceptions EPA has granted for wildfire pollution, foreign pollution, dust storm pollution, etc.   As EPA said in its recent ozone guidance, “Under the Clean Air Act, states are not responsible for reducing emissions that are not in their Control” (see link).  And EPA isn’t responsible for it either (see 42 U.S.C. §§ 7407(a)).  The truth is that once pollution is exempted, no one is responsible for the pollution even though it is impacting our lungs (see 42 USC §§ 7509a and 7619).  Essentially what happens is that the NAAQS is just adjusted upwards.

The world is changing. We must change with it.  Time to transform the SIP process.  We can make it happen.
