How can Foreign Pollution Blow into the U.S. without Blowing into a State?

People Recognizing Foreign Pollution ImpactsAmazing that Brian Williams, Gina McCarthy, NASA, NOAA, EPA, the United Nations, the National Academy of Sciences, Harvard University, Princeton University, UC Davis, Columbia University, etc. are all saying that ozone-related pollution is blowing into the U.S. from overseas—yet not even one State recognizes this. 

Don’t take my word for it.  Look for yourself.  I am not aware of even one SIP in the whole U.S. that expressly recognizes that even a molecule of overseas industrial pollution blows into a State.

This raises the question:

  • How can foreign pollution blow into the United States without blowing into a State? 

This is the ridiculous assumption we are making.

The problem of course is that if a State acknowledges foreign pollution impacts they will thereby be acknowledging that the State has been unknowingly or knowingly requiring local citizens to offset this foreign pollution with additional controls on local sources in order to demonstrate attainment of the NAAQS.

I know that accepting new truths is painful—but living in untruths is even more painful.  I bet everyone of us in our personal lives have come to this realization.

The world is changing.  We must change with it.  Time to transform the SIP process.  We can make it happen.
