Sleeping on the Couch and Pollutant Transport Policy

Sleeping on the Couch and the Clean Air ActThe Clean Air Act requires States to be responsible for pollution above their State or prove it’s someone else’s (CAA §§ 109a, 110, 126, 179B, 319(b)).  How about instead we just require States to be responsible for pollution they cause and can control—like Canada is now doing (see link)?

Anyone married?  Anyone have any luck pointing fingers at each other?  Never seems to work for me.

Finger-pointing over pollutant transport seems to just temporarily re-arrange the furniture and increase the chances of sleeping on the couch.

Time to transform the SIP process.  Time to focus our efforts on what is in our power to control.  We can make it happen.
