Foreign Pollution: Accepting the Truth

Can anyone find a mistake in this reasoning?

  1.  At least one molecule of pollution is coming from a foreign country into the United States.
  2. SIPs must demonstrate attainment. (42 U.S.C. § 7407(a)).
  3. Since SIPs must demonstrate attainment—but are not acknowledging foreign pollution impacts—local citizens and businesses are offsetting foreign pollution impacts with additional controls on local sources.

If there is not a mistake in this reasoning, then why is no one willing to accept this as truth?
