Americans are Paying Billions of Dollars to Offset Foreign Pollution Impacts

The Clean Air Act requires States to achieve the national ambient air quality standards (42 U.S.C. § 7407(a)).  A significant portion of the pollution in the U.S. is now coming from foreign countries (see 2010 HTAP report and NOAA study) .  This means that EPA and the States are now placing additional emission controls on U.S. citizens and businesses in order to offset this foreign pollution and achieve the national ambient air quality standards.

Is this fair?  Is this just?  Is this an effective and efficient way to address foreign pollution?

Time to tell the public the truth about what is happening.  Time to transform the SIP process.  We can make it happen.
