Imagine Making States Responsible for the Weather

Take a look at these maps.  One shows ozone the other weather.  Similar looking huh?  Looks like pollution and clouds are blowing all over the place and not respecting geo-political boundaries.

What if we made States primarily responsible for the weather above their States?  What if we re-wrote the Clean Air Act to say the following:

  •  “Each State shall have the primary responsibility for assuring air quality weather within the entire geographic area comprising such state by submitting an implementation plan for such State which will specify the manner in which national primary and secondary ambient air quality standards the weather will be achieved and maintained . . .” (Clean Air Act, 42 U.S.C. § 7407(a)). 

Perhaps air pollution was primarily a local issue 40 years ago.  It’s not any more.  The world has changed.  We must change with it.

Time to transform the SIP process.  We can make it happen.
